Google Ads is the fastest way for a service business in the UAE to appear in front of someone who is searching for exactly what you do, at the moment they need it. It is also the fastest way to spend AED 5,000 on clicks from people looking for jobs, tutorials or a competitor's brand. The difference is setup.
This guide is written for the owner or manager of a local service business - a clinic, a maintenance company, a nursery, a tutoring centre, a car workshop, a cleaning company, a law or accounting practice - who wants to set up a search campaign properly, or wants to understand what a Google Ads agency in Dubai should be doing on their behalf. It covers the UAE specifics that generic guides miss: emirate-level targeting, Arabic and English, WhatsApp as the conversion, and the budget realities of a market with expensive clicks.
Before you spend a dirham: three prerequisites
1. A landing page that can convert. Not your home page. A page that matches the search, says what you do and where, shows proof (reviews, photos, licence), and has a WhatsApp button and a phone number visible without scrolling. 2. Conversion tracking that works. If you cannot see which clicks became WhatsApp messages or calls, you will optimise for nothing. Set up Google Tag Manager, Google Analytics 4 and a conversion event for WhatsApp clicks, call clicks and form submissions. Test it on a phone before launch.
3. Someone who answers. Google Ads leads are hot and impatient. If WhatsApp goes unanswered for two hours, the lead has already booked with the second result. Decide who responds, in which languages, and during which hours before the campaign goes live.
Account structure for a local service business
Keep it simple. Complexity does not improve results; it hides waste.

Campaign type: Search only. Untick the "Search partners" and "Display network" options on a first campaign; they bring cheap, low-quality clicks that make the numbers look good and the leads look bad.
Bidding: Start with Maximise clicks with a maximum CPC cap, or Manual CPC, for the first two to four weeks while conversions accumulate. Then move to Maximise conversions, and later to a target cost per action once you have 30 or more conversions a month. Switching to a conversion-based strategy before you have data makes Google guess, and its guesses are expensive.
Location targeting in the UAE
Google's location targeting works on cities, regions and radius. For the UAE:
- Target the emirates you serve, not "United Arab Emirates" as a whole, unless you genuinely serve all seven. A Sharjah maintenance company usually wants Sharjah, Ajman and the eastern side of Dubai.
- Use a radius around your location for physical businesses (clinic, workshop, salon): 10-20 km is usual in Dubai and Sharjah, less in dense areas.
- Set "Presence: people in or regularly in your targeted locations", not the default "presence or interest". The default shows your ads to people abroad who are reading about Dubai.
- Exclude locations that generate clicks but not customers - for many businesses that is the far end of the country, and sometimes it is specific neighbourhoods where your price point does not fit.
- Add a bid adjustment (increase) for the communities where you know your best customers come from, once you have data.
Remember the emirate borders: a business in Al Nahda, Sharjah is five minutes from Al Nahda, Dubai. Radius targeting handles this better than emirate targeting.
Language targeting: Arabic and English are two campaigns
Google's language setting matches the user's interface language, not the language of the query. So a campaign set to "Arabic" reaches people whose Google is in Arabic - which is most Emiratis and many Arab residents - while "English" reaches everyone else, including Arabs who use Google in English.
The structure that works:
- Arabic campaign: language Arabic and English (because Arabic speakers often have an English interface), Arabic keywords, Arabic ads, Arabic landing page.
- English campaign: language English, English keywords, English ads, English landing page.
Arabic keywords need the same care as Arabic content; the Arabic keyword research guide explains the spelling and dialect variants. Include the common ones as separate keywords: "تصليح مكيفات" and "صيانة مكيفات" are different searches with different volumes and prices.
Keywords: what to bid on and what to block
Bid on:
- Service + location: "AC repair Sharjah", "dentist Al Ain", "villa cleaning Dubai"
- Service + "near me": Google resolves "near me" against the searcher's location
- Problem phrasing: "AC not cooling", "water leak ceiling"
- Urgency phrasing: "emergency plumber", "24 hour", "same day"
- Your brand name (cheap, and stops competitors sitting above you on your own name)
Do not bid on (add as negative keywords from day one):
- Jobs, vacancy, salary, career, hiring, "wanted"
- Course, training, how to, DIY, tutorial, YouTube
- Free, cheap (unless you are actually the cheap option)
- Competitor brand names (allowed, but rarely profitable for a small business)
- Product-only terms if you sell service ("AC price", "buy split AC")
- Locations you do not serve
Match types matter. Broad match on a small budget in the UAE will spend your money on everything from job seekers to people in other countries. Use phrase match as the default and exact match for your highest-value terms. Check the search terms report every week for the first two months and add negatives every time. This one habit is the difference between a campaign that works and one that "didn't work for us".
Writing ads that win the click in the UAE
Responsive search ads let you supply up to 15 headlines and 4 descriptions; Google mixes them. Make each headline stand alone, and cover these angles:
- What and where: "AC Repair in Sharjah"
- Speed: "Same-Day Service", "Technician in 60 Minutes"
- Trust: "Licensed & Insured", "4.8 Stars on Google", "Since 2015"
- Price handle: "From AED 150", "Fixed Quote Before Work"
- Action: "WhatsApp Us Now", "Book on WhatsApp"
Pin one headline with the service and area to position 1 so every combination makes sense. Write the Arabic ads in Arabic - not transliterated - and keep them short; Arabic words are longer and headlines truncate.
Assets (extensions) to add:
- Call asset with the number that actually rings (and a schedule so it does not show at 3 a.m. if nobody answers)
- Location asset linked to your Google Business Profile - this puts your address and map pin in the ad and is a strong local signal; see the Business Profile guide
- Sitelinks to your service pages, prices page and reviews
- Callouts: "Arabic & English", "All Emirates", "VAT Invoice Provided"
- Structured snippets listing services
Ads with a full set of assets take more space on the screen and typically get a better click-through rate for the same bid.
Landing pages: match the ad, convert on WhatsApp
Each ad group should send clicks to a page that matches its promise. "AC installation" clicks should not land on a general AC page. The page needs:
- The same headline promise as the ad
- A WhatsApp button and a call button in the first screen on mobile
- Proof: reviews, photos of real work, licence number, years in business
- A short form for people who prefer it, asking only for name, phone and area
- A price anchor if your sector allows it
- Fast load on a mid-range phone

Conversion tracking for WhatsApp, calls and forms
Google cannot see inside WhatsApp, so you track the intent:
- In Tag Manager, create a trigger for clicks on links containing
wa.meorapi.whatsapp.com, and another fortel:links. - Send those as events to GA4 (e.g.
whatsapp_click,call_click) and mark them as key events. - Import them into Google Ads as conversions, or create Google Ads conversion tags directly.
- Add the form submission as a third conversion.
- Keep a simple lead sheet: date, source (Google Ads / organic / Instagram), service, area, outcome (booked / quoted / lost). Update it weekly.
The lead sheet is where you learn the real number: cost per booked customer, not cost per click. The measurement framework shows how to turn that into a return figure the owner can act on.
Budget: what is realistic in the UAE
Click prices in the UAE are among the highest in the region, and they vary enormously by sector - a cleaning company and a cosmetic clinic live in different worlds. Rather than repeat the numbers here, see how much Google Ads costs in the UAE for typical ranges by sector. The principles for a local service business:
- Fund at least 5-10 clicks a day per campaign, or the data is too thin to learn from.
- Budget for 60 days before deciding; month one is learning, month two is judging.
- Split budget between Arabic and English campaigns based on where your customers are, not equally by default.
- Expect seasonality: AC and pest control peak in summer, cleaning and catering before Ramadan and Eid, tutoring in August and January, and many categories go quiet in the last week of Ramadan and the peak of August when families travel.
The first 30 days: a working checklist
Days 1-3: Landing pages live in both languages. Tracking tested on a phone. Campaigns built with phrase and exact match, negatives loaded, assets added. Location set to presence only.
Days 4-14: Check search terms every two days. Add negatives. Pause keywords with clicks and no conversions after 15-20 clicks. Confirm leads are being answered within minutes.
Days 15-30: Compare ads; pause the weaker one and write a replacement. Adjust bids up on converting keywords and communities, down on the rest. Review the lead sheet: which service and area produce booked customers?
Day 30 onwards: Switch to Maximise conversions if you have 15+ conversions. Consider a call-only campaign for urgent services and a Performance Max campaign later, once search is stable. Refresh the landing page based on what the leads ask.
Common UAE mistakes
- Targeting the whole country for a business that serves one emirate
- Leaving "Search partners" and "Display" ticked
- Broad match on a small budget with no negatives
- One bilingual ad group instead of separate Arabic and English campaigns
- Sending clicks to the home page
- No WhatsApp tracking, so the campaign "generates no leads" while the phone rings all day
- Accepting Google's automated recommendations without reading them (many increase spend, few increase leads)
- Judging after one week
