Who this guide is for, and who it is not for
This guide was written for the Emirati owner who runs a restaurant, a clinic, a perfume shop, a real-estate office, a car workshop or a retail store, or plans to open one within the year. It assumes no marketing background and sells you nothing halfway down the page. What it does is put the marketing decisions in the order we see work for local businesses, with our published prices as reference points so you know what each thing costs before you ask anyone for a quote.
It is not a guide for large companies or cross-border e-commerce, and it is not a list of government support programmes: those we name in their own section so you know what to look up, but their conditions and figures change, and their proper home is their official pages, not an agency's page.
Start with what is free: your Google profile and WhatsApp Business
Before a single dirham on design or ads, two free pages decide whether most customers in the UAE will contact you: your Google Business Profile on Maps and your WhatsApp Business number. Someone searching for a dental clinic in Sharjah or a garage near me sees the profile before your website, and someone hesitating sends a WhatsApp message before they call.
- Complete every field on the Google profile: the right category, real opening hours, the phone, a WhatsApp link, at least ten real photos (the place, the team, the product). A half-empty profile reads as a half-serious business.
- Reply to every review, good or bad, within two days and in the language of the review. A courteous answer to a negative review convinces the reader more than ten five-star ones.
- On WhatsApp Business: a greeting, an after-hours message, a simple catalogue and quick replies for price and location questions. The goal is an answer to any message within five minutes in working hours.
One channel done well before five channels neglected
The question we hear most: do I need TikTok, Snapchat, Instagram and LinkedIn? The practical answer: not in month one. Pick the platform where your customers actually spend their time. For restaurants, perfumes, beauty and clinics in the UAE, Instagram and Snapchat sit closest to the local audience; TikTok comes next for brands that can sustain light daily content, LinkedIn for business-to-business services.
A simple rule: one platform, four weeks of regular posting, then look at the numbers before adding a second. An account posting real content every week is worth more than four accounts whose last post is three months old.
Content before ads: what a month needs
A paid ad multiplies what is already there; if the account is empty it multiplies emptiness. That is why content comes before ads in every plan. How much does a month need? The volumes we actually sell work as a reference even if you produce them yourself:
- Presence (AED 5,500 a month): 4 reels, 8 posts and 20 stories, with a monthly content plan, copywriting and a performance report. This is the minimum that keeps an account alive.
- Growth (AED 6,900 a month): 6 reels, 12 posts and 25 stories with a monthly shoot session. The monthly shoot is the real difference: footage from your place, not stock images.
- Impact (AED 9,000 a month): 10 reels, 8 posts and 30 stories with creative direction and campaign concepts, for brands that want to lead their category.
If you produce it yourself, take the proportions from these numbers, not the quantity: more short reels than static posts, a story every day, and one shoot with a good phone and natural light that covers a full month if it is planned.
Paid ads: when to start, and for how much
Start ads when you have three things: an account with four weeks of content, a WhatsApp number that is answered quickly, and a clear offer (a dish, a package, a consultation, a viewing). The format we see work for most local businesses is the click-to-WhatsApp ad: the customer taps and lands in a conversation, not on a website.
How much does it cost? There are two separate numbers: the ad budget you pay the platform (Meta, Snapchat, TikTok or Google) and the management fee if you use an agency. Our published fee is 30% of the monthly budget with a minimum of AED 900: 900 on a budget up to 3,000, then 1,500 up to 5,000, 3,000 up to 10,000, 6,000 up to 20,000. The budget itself stays in your own ad account, not the agency's.
What do you measure? Cost per conversation and cost per booking or order, not views or likes. Stop any campaign that does not produce real conversations within two weeks, however pretty the reach numbers look.
A website that takes the order, not one that pleases the designer
Most local businesses do not need a twenty-page website. They need one page that loads fast on a phone, in Arabic and English, with: what you offer, where you are (a map), how the customer reaches you (WhatsApp and phone), and one button to order or book. Everything else comes later.
Clinics and restaurants benefit from a page per service or branch because people search with those words; real estate needs pages per project. Ask any developer two things before the price: load speed on a mid-range phone, and whether you can edit the text yourself without going back to them.
Support programmes for Emirati-owned businesses: how to read them
The state offers the Emirati business owner funding, training and procurement-preference programmes whose conditions change every year. We deliberately put none of their figures here, because any figure on an agency page goes stale within months. What we give you is the names worth looking up, and a way to read any programme:
- In Sharjah: the Sharjah Entrepreneurship Support (Ruwad) foundation and the Economic Development Department's schemes for home and start-up businesses. Our own licence is supported by Ruwad.
- Federally: the Khalifa Fund for Enterprise Development, the Nafis programme for Emirati employment in the private sector, the government procurement preferences for Emirati-owned businesses and the In-Country Value programme.
- In Dubai, Abu Dhabi and Ajman: the Mohammed Bin Rashid Establishment for SME Development (Dubai SME), the Abu Dhabi Department of Economic Development schemes, and the Ajman Chamber and Ajman Business Women Council initiatives.
For each programme, read the official page in this order: who qualifies (nationality, licence age, sector), which documents, how long the answer takes, and what is expected of you after approval. Write the answer in four lines before deciding you do not qualify; the conditions are usually simpler than the majlis rumour.
A realistic budget for one quarter
We plan by the quarter, not the month, because the first month of any business goes into foundations and the shoot, and results show in the two months after. An example at our published prices, for a new restaurant in Sharjah that wants to start right:
- Restaurants and cafés package: AED 18,000 per quarter, covering 10 reels, 20 posts and 30 stories a month with food photography and an ad budget of AED 3,000 a month included.
- For a clinic: the clinics and personal brands package at AED 15,000 per quarter, with content written inside the UAE medical advertising rules and AED 1,500 a month of ads included.
- For any other sector: the Growth package at AED 19,665 per quarter (instead of 20,700 as three monthly payments) with separate ads management from AED 900 a month.
If the budget is lower than that, the right order is: the Google profile and WhatsApp (free), then four weeks of your own content, then one small click-to-WhatsApp ad. Do not start with ads or with a website.
What to measure every month
A one-page report is enough, provided it holds the numbers that turn into decisions: how much you spent, how many WhatsApp conversations came in, how many bookings or orders, and what each one cost. Add one line on the best-performing content and one on new Google reviews. Any agency that sends you a report without a cost per result is sending you views, not results.
Your data and your customers' data
The federal Personal Data Protection Law binds you too, as a business owner, to two simple things: collect no more from a customer than you need, and send marketing only with their consent and a clear way to stop it. That applies to WhatsApp broadcast lists, SMS and email alike. We apply the same rule to this page: the form below asks for the minimum, your consent is spelled out, and the UAE-national box is optional with its own consent because nationality is sensitive data under the law.
