Searching for a "digital marketing agency in Dubai" returns hundreds of results, and most of their websites say the same thing: award-winning, data-driven, results-focused. That does not help a business owner who has to decide where AED 5,000 or AED 50,000 a month should go.

This guide is written from the other side of the table. It walks through how to shortlist agencies, what to check before you sign, what pricing in the UAE actually looks like, and the specific mistakes we see business owners make when they hire the wrong partner. Start with the outcome, not the agency

Before you open a single agency website, write down what you want to be true in six months. Most UAE businesses fall into one of these:

The agencies that keep clients for years, rather than churning through them, tend to share five traits. Use these as your first filter.

1. They show work in your sector, not just logos

A wall of client logos tells you nothing. Ask to see three recent examples in a business like yours, with the objective, what was done and what happened (a portfolio organised by sector is a good sign). For a clinic, that means content that respected medical advertising rules and still generated bookings. For a restaurant, that means reels that filled tables, not just views.

2. They understand Arabic-first audiences

A large share of UAE consumers browse and buy in Arabic, and Arabic content behaves differently: captions are longer, hashtags work differently, and the tone that lands in Sharjah is not the tone that lands with expats in Dubai Marina. If your customers are Arabic speakers, ask who writes the Arabic. "We translate it" is not the same as "we write it natively".

3. They treat WhatsApp as the conversion channel

In the UAE, most leads do not fill in a form. They tap a WhatsApp button. An agency that understands this designs campaigns around click-to-WhatsApp ads, sets up WhatsApp Business properly and tracks what happens after the message arrives. If an agency pitches you a funnel that ends in an email newsletter, it has not worked much in this market.

4. They are transparent about who does the work

Some agencies sell with a senior team and deliver with juniors or an outsourced team abroad. That is not automatically bad, but you should know. Ask: who is my account manager, who writes the content, who runs the ads, and where are they based?

5. They report on business numbers, not just reach

Reach, impressions and follower growth are easy to inflate and rarely pay the rent. A good monthly report shows leads or sales, cost per lead, what was tested, what was learned and what changes next month.

Step 1: Shortlist five agencies

Sources that work better than a Google search for "best digital marketing company":

  • Ask business owners in your sector who they use and whether they would rehire them.
  • Look at accounts you admire in the UAE and check who produces their content (many agencies are tagged or credited).
  • Search in Arabic as well as English if your customers are Arabic speakers - you will find a different set of agencies.
  • Check trade licence details. A legitimate UAE agency is licensed by a Department of Economic Development (mainland) or a free zone, and can show you the licence.

Step 2: Send the same brief to everyone

A one-page brief keeps comparisons fair. Include your goal, your current channels and numbers, your monthly budget range (fees and media separately), languages you need, how you convert customers (WhatsApp, calls, walk-ins, website) and any constraints such as medical or financial advertising rules.

Step 3: Compare proposals on scope, not price

Two proposals at AED 8,000 a month can be completely different products. Put them side by side:

  • Number and type of deliverables (reels, posts, stories, shoots per month)
  • Ad management: included or extra, and how it is charged
  • Reporting cadence and what metrics are shown
  • Revision rounds and turnaround times
  • What you own at the end (accounts, raw files, edited content)
  • Contract length and notice period

Step 4: Meet the people who will run your account

Insist on a call with the actual account manager and, ideally, the content lead. You are entering a working relationship that involves weekly decisions. Chemistry and responsiveness matter more than the pitch deck.

Step 5: Ask hard questions and listen for straight answers

Red flags that should end the conversation

  • Guarantees. Nobody can guarantee followers, rankings or sales. Platforms change, competitors bid, and seasons shift. An agency that guarantees is either buying fake engagement or planning to disappoint you.
  • Accounts in the agency's name. Your Meta Business Manager, ad accounts, TikTok account, Google Ads and Google Business Profile should be created under your business and shared with the agency as a partner. If the agency owns them, leaving becomes painful.
  • Follower packages. Bought followers destroy your reach because the platforms detect it. Any agency that sells "10K followers" is not doing marketing.
  • No Arabic, or Arabic by translation only, when your audience is Arabic-first.
  • No shoot capability. In the UAE, content that performs is shot on location: your food, your clinic, your showroom. Stock images and templates only take you so far.
  • Twelve-month lock-ins with no exit. Three months is a fair minimum to judge results. Beyond that, both sides should be free to leave with notice.
  • Vague reporting. If the sample report only shows reach and likes, ask how they would report a lead-generation campaign. If they cannot answer, move on.

Dubai versus the rest of the UAE: does location matter?

Less than people think. Dubai has the largest agency market and the highest rents, which is reflected in fees. What matters in practice:

  • Can they shoot content at your location, and how often? Travel between emirates is easy, but confirm it is included.
  • Do they understand your customers' area? A cafe in Al Majaz has a different audience from one in JLT.
  • Are they reachable during your business hours, including weekends if you trade on them?

A few rules of thumb (typical ranges, not quotes):

  • Ad management is charged either as a flat fee (often AED 900 to AED 5,000 per month) or as a percentage of spend (commonly 10-20%), sometimes with a minimum.
  • Media budgets are separate and paid by you to the platform. Never pay media through the agency unless you see the platform invoices.
  • VAT at 5% applies to UAE services when the supplier is VAT-registered; check whether quoted prices include it.

If a quote is far below these ranges, ask what is being cut: usually it is the shoots, the strategy or the person's time. If it is far above, ask what you are getting that justifies it - sometimes the answer is a good one (senior strategists, a full production team), sometimes not.
